Þessi þingsályktunartillaga biður ráðherra um að skoða hvort sveitarfélög gætu innheimt umhverfisgjöld, til dæmis gjöld fyrir bílaeign eða mengun. Tillagan kom fram vegna þess að Ísland á of marga einkabifreiðar á hvern íbúa og sveitarfélögin bera stóran kostnað við gatnabyggingu og viðhald fyrir þessa bíla. Í öðrum löndum hafa sveitarfélög þegar heimild til slíkra gjalda og nota það til að draga úr bílanotkun og vernda umhverfið. Ef tillagan nær fram myndu sveitarfélög geta innheimt gjöld sem myndu annaðhvort fjármagna umhverfisbætur eða draga úr bílanotkun með því að gera hana dýrari. Ráðherra átti að skila Alþingi skýrslu um möguleikana fyrir sumarþing 2020.
This parliamentary resolution asks the government to examine whether municipalities could collect environmental fees, such as charges for car ownership or pollution. The proposal was put forward because Iceland has too many private cars per capita and municipalities bear large costs for road construction and maintenance for these vehicles. In other countries, municipalities already have the authority to levy such fees and use them to reduce car use and protect the environment. If the resolution passes, municipalities could collect fees that would either fund environmental improvements or discourage car use by making it more expensive. The minister was to report back to Parliament by spring 2020.
