Frumvarpið leggur til að fjármála- og efnahagsráðherra skipi starfshóp til að kanna innheimtu auðlindagjalda af náttúruauðlindum landsins og bera saman aðferðir við álagningu slíkra gjalda. Þetta myndi hafa áhrif á fyrirtæki sem nýta auðlindir á Íslandi og íslenska þjóð sem á auðlindirnar.
