Frumvarpið leggur til stofnun Þjóðhagsstofnunar sem myndi heyra undir Alþingi og hafa það hlutverk að fylgjast með þjóðarbúskapnum, vinna hagrannsóknir og vera til ráðuneytis í efnahagsmálum. Stofnunin myndi semja þjóðhagsspár, birta reglulegar skýrslur um efnahagsmál og veita Alþingi og ríkisstjórn hlutlausa greiningu á efnahagsaðstæðum.
