Frumvarpið leggur til að vatnsorkuver með 200 kW eða meira og vindbú með 2 MW eða meira falli undir A-flokk í umhverfimatslögum, sem gerir mat á umhverfisáhrifum skylt fyrir öll slík verkefni. Þetta hefur áhrif á orkuframleiðendur og skipulagsstefnu fyrir endurnýjanlega orku á Íslandi.
