Frumvarpið leggur til að endurreisa forkaupsrétt sveitarfélaga við sölu jarða til að bregðast við auknum kaupum fjársterka erlendra aðila á íslenskum jörðum. Forkaupsrétturinn myndi gilda þegar fyrirhuguð nýting samræmist ekki aðalskipulagi eða sveitarfélagið þarf landið fyrir opinbera starfsemi.
The bill proposes to restore municipalities' right of first refusal when farmland is sold, in response to increased purchases of Icelandic land by wealthy foreign investors. The right would apply when proposed land use doesn't conform to municipal planning or when the municipality needs the land for public services.
