Frumvarpið leggur til að afnema undanþágu sem heimilar að skipa ráðuneytisstjóra og sendiherra í utanríkisþjónustunni án þess að auglýsa stöðurnar opinberlega. Þetta myndi krefjast þess að öll slík störf verði auglýst og ráðningarferlið verði gagnsætt, líkt og gildir um önnur opinber störf á Íslandi.
The bill proposes to eliminate the exemption that allows the appointment of ministry directors and ambassadors in Iceland's foreign service without publicly advertising the positions. This would require all such positions to be advertised and the hiring process to be transparent, as applies to other public positions in Iceland.
