Frumvarpið leggur til að tekin verði upp aflamarksstjórn fyrir veiðar á grásleppu, sandkola og sæbjúgum, með úthlutun aflahlutdeilda til skipa byggða á fyrri veiðireynslu. Þetta hefur áhrif á fiskiskip og útgerðir sem stunda veiðar á þessum tegundum í fiskveiðilandhelgi Íslands.
