Frumvarpið leggur til að afnema tvö vikna lágmarkstíma fyrir töku fæðingarorlofs og heimila foreldrum að taka styttri orlof. Þetta myndi hafa áhrif á alla foreldra á Íslandi, sérstaklega þá sem eru í óreglulegu starfi.
