Þessi þingsályktunartillaga felur í sér að ríkisstjórn skuli setja saman starfshóp sem rannsakar hvort og hvernig ætti að innheimta gjöld fyrir notkun auðlinda landsins, eins og eldsneyti, fisk og vatn. Tillagan var lögð fram vegna þess að auðlindir Íslands eiga að skila þjóðinni peningum, en núna eru aðeins gjöld á fiskiveiðum og ekki á öðrum auðlindum. Ef tillagan nær fram að ganga myndu starfshópurinn rannsaka hvernig aðrar lönd, sérstaklega Norðurlöndin, innheimta slík gjöld og myndu leggja fram tillögur um sameinaða stefnu. Þetta myndi hugsanlega leiða til þess að meira fé rynni til ríkissjóðs og að auðlindir væru nýttar betur og ábyrgar.
