Skýrslan fjallar um undirbúning rannsóknar á aðbúnaði og meðferð fullorðins fólks með þroskahömlun og geðrænan vanda á stofnunum. Alþingi skipaði þriggja manna nefnd árið 2021 til að safna upplýsingum um starfsemi þessara stofnana og leggja mat á umfang og markmið formlegrar rannsóknar. Nefndin átti einnig að greina kosti og galla við mismunandi rannsóknarleiðir og setja fram tillögur um hvernig fram ætti að fara með rannsóknina.
The report covers the preparation for an investigation into the living conditions and treatment of adults with intellectual disabilities and mental health issues in Icelandic institutions. Parliament appointed a three-person committee in 2021 to gather information about these institutions' operations and assess the scope and objectives of a formal investigation. The committee was also tasked with evaluating different research approaches and proposing recommendations on how to conduct the investigation.
