Þessi þingsályktunartillaga felur í sér að Ísland gerist aðili að samningsviðauka nr. 16 við mannréttindasáttmála Evrópu. Tillagan var lögð fram vegna þess að mörg Evrópulönd hafa þegar samþykkt þennan viðauka og hann er talinn mikilvægur fyrir verndun mannréttinda. Tillagan hefur verið lögð fram áður en þá án árangurs, og nú er hún endurflutt. Ef tillagan nær fram að ganga myndu íslenskir dómstólar geta beðið Mannréttindadómstól Evrópu um ráðgefandi álit í flóknum málum um mannréttindi. Ríkisstjórnin þyrfti að fullgilda samninginn fyrir árslok 2024 og síðan breyta íslenskum lögum til að samræma þau viðaukanum.
This parliamentary resolution proposes that Iceland becomes a party to Protocol No. 16 of the European Convention on Human Rights. The resolution was put forward because many European countries have already adopted this protocol and it is considered important for protecting human rights. The proposal has been submitted before without success and is now being reintroduced. If the resolution passes, Icelandic courts would be able to ask the European Court of Human Rights for advisory opinions in complex human rights cases. The government would need to ratify the agreement by the end of 2024 and then modify Icelandic laws to align with the protocol.
