Þessi þingsályktunartillaga fer fram fyrir það að windorkuver sem byggð eru hérlendis myndu greiða gjald til ríkisins fyrir nýtingu á vindi, sem talið er eign allrar þjóðarinnar. Tillagan var lögð fram vegna þess að vindorka er ný og hratt vaxandi orkugjafi á Íslandi, en hingað til hefur engin greiðsla verið krafin fyrir nýtingu á vindinum. Ef tillagan gangi í gegn myndu ný lög koma á sem skilgreina vindinn sem sameiginlega auðlind Íslendinga og tryggja að þjóðin myndi fá beina og sýnilega hlutdeild af hagnaði vindorkufyrirtækja, líkt og með aðra auðlindir.
This parliamentary resolution proposes that wind power facilities built in Iceland would pay a fee to the state for using wind, which is considered a resource belonging to the entire nation.
