Skýrslan fjallar um starfsemi norræns samstarfs á árinu 2023, þar sem Norðurlandaráð kom aftur í eðlilegt horf eftir kórónuveirufaraldurinn. Helstu málefni árið voru endurskoðun Helsingforssamningsins frá 1962, ágreiningur um stöðu Færeyja og Grænlands í samstarfinu, og fjárhagsáætlun norræns samstarfs. Skýrslan var lögð fram til að tilkynna Alþingi um störf Íslandsdeildar Norðurlandaráðs og undirbúning fyrir formennskuáætlun Íslands árið 2024 með þemanu "Friður og öryggi á norðurslóðum".
The report covers Nordic cooperation activities in 2023, when the Nordic Council fully returned to normal operations after the coronavirus pandemic. Key issues addressed include the revision of the 1952 Helsinki Treaty, disputes over the status of the Faroe Islands and Greenland in the cooperation, and the budget negotiations for Nordic cooperation. The report was submitted to inform Parliament about the work of Iceland's delegation to the Nordic Council and preparations for Iceland's presidency agenda in 2024 focused on "Peace and Security in the Arctic."
