Þessi þingsályktunartillaga felst í því að skipa starfshóp sem endurskoðar umferðarlagabrot og sektir fyrir þau með það að markmiði að gera sektar háðar tekjum. Tillagan var flutt vegna þess að núverandi sektir eru staðlaðar og horfa ekki til getu fólks til að greiða, sem er óréttlátt þar sem önnur refsigildi þess lands horfa til tekna og eigna brotamanns. Sem dæmi nefna framkvæmdarendur fordæmi frá Finnlandi, Danmörku, Svíþjóð og Þýskalandi þar sem tekjutengdar sektir eru nú þegar notaðar. Ef tillagan nær fram myndu sektir fyrir akstur of hratt og önnur umferðarbrot breytast þannig að fátækir greiði minna og auðugir meira fyrir sama brot. Starfshópinn á að skila tillögum fyrir september 2025 og ráðherra á svo að leggja fram lagabreytingar fyrir Alþingi.
This parliamentary resolution proposes creating a working group to review traffic law fines with the goal of making them income-based instead of fixed amounts. It was put forward because current fines are standardized and do not consider people's ability to pay, which is seen as unfair since other criminal penalties in Iceland already look at a person's income and assets. The bill's supporters point to examples from Finland, Denmark, Sweden, and Germany where income-indexed fines are already in use. If passed, fines for speeding and other traffic violations would change so that lower-income people pay less and higher-income people pay more for the same offense. The working group must deliver its proposals by September 2025, and the justice minister will then present draft legislation to Parliament.
