Þessi þingsályktunartillaga leggur til að ríkisstjórnin setji saman heildstæða öryggis- og varnarstefnu fyrir Ísland sem myndi vera hluti af þjóðaröryggisstefnunni. Ástæðan fyrir því að hún var lögð fram er sú að heimurinn hefur orðið óöruggari undanfarin ár með hernum og nýrri tækni sem getur truflað land og innviði þess. Flutningsmaður tillögunnar segja að það sé óeðlilegt að varnar- og öryggismál séu eingöngu í höndum utanríkisráðherra og að það ætti frekar að vera sameiginleg ábyrgð allra stjórnkerfisins. Ef tillagan nær fram myndu lögreglan, landhelgisgæslan og netöryggissveitir verða betur samhæfðar og myndu öryggismál Íslands fá meiri athygli sem hluti af heildstæðri stefnu.
